SHANGHAI Comprar Hombre Nike Air Max 97 Blancas , July 20 (Xinhua) -- Shanghai has published a detailed property guideline outlining plans for all home buyers to apply for a lottery-like registration system to purchase new homes.

According to the guideline, purchasing orders must be generated by lottery software provided by authorized notaries in Shanghai. The results should be published immediately after the draw.

Real estate developers are prohibited from setting up preferential lottery conditions for their staff or contacts, and sales agents of developers are not eligible for the lottery.

Real estate developers must examine the eligibility of home buyers and submit applications to Shanghai's notary organs for inclusion in the lottery at least 10 days ahead of the new program.

The list of all eligible buyers and houses as well as the lottery results must be published and notarized.

Fraudulent activity and cheating will be strictly prohibited. Any developer implicated in unauthorized activity will be blacklisted and may face criminal charges.

"With the involvement of notary offices, the lottery system can help protect the utmost rights and interests of home buyers who meet the requirements," said Yan Yuejin of E-House China, a leading real estate service provider in China. "It can also help crack down on illegal sales in the real estate market to further regulate market transactions."

Prior to the guideline, some shrewd home buyers used their connections to guarantee their eligibility when purchasing houses, Yan said.

He said the guideline is part of Shanghai's efforts to implement property market rules and regulations, adding that stricter regulations are expected to follow to maintain stability and sound development of the market.

LONDON, April 20 (Xinhua) -- Lily, a member of the world's largest rodent species, has given birth to a pup, officials at Chester Zoo in northern England announced Thursday.

The six-year-old mom delivered her playful capybara pup in front of amazed onlookers at the zoo, and almost straight away the newborn was up, running around and swimming. The sex of baby has not yet been determined.

Capybaras are often referred to as giant guinea pigs and are found living in small herds on grasslands, in tropical forests and on wetlands across much of South America, where they spend much of their time in water. They can grow to up to 1.5 meters in length.

Their scientific name means "water pig", and their bodies have been specially adapted for swimming, with webbed feet and their eyes, ears and nostrils located on top of their heads so they can stay submerged with very little of their body showing, helping them to avoid detection by predators.

"Although not currently listed as an endangered species, the capybara is threatened by illegal poaching for its meat and skin, which can be turned into leather, as well as habitat degradation," said a spokesman at Chester Zoo.

"We hope that Lily's new arrival will help to bring some attention to the species, which they say is often overlooked," said the spokesman.

BEIJING, Aug. 4 (Xinhua) -- Economic data published by Chinese provincial-level regions for the first half year show that economic restructuring is bearing fruit and leading to stable and quality growth.

China's economy continued steady expansion in the first half of this year with GDP up 6.9 percent year on year to about 38.2 trillion yuan (5.6 trillion U.S. dollars), according to the National Bureau of Statistics (NBS).

Breaking down the national figures, provinces, autonomous regions and municipalities have published their own regional economic data.

Analysts say the data reflects new-found vitality in regional economies, unleashed by economic restructuring, which includes promoting consumption-led and innovation-driven growth, de-stocking outdated capacity, cutting corporate costs and deleveraging.

"We all know the Chinese economy has been an L-shaped growth shape. Many people ask when the downward stroke ends. Now if we look at the economic data and its connotation, the economy has entered a horizontal stroke and turned toward stable growth," said Yao Jingyuan, a research fellow at the Counsellors' Office of the State Council.

WESTERN PROVINCES IN THE LEAD

Western provinces and regions such as Tibet, Guizhou, Yunnan, Ningxia, Sichuan and Shaanxi have stayed in the top ten fastest-growing regional economies in China.

"The central and western provinces have developed well in recent years. Though they are late-movers compared with eastern counterparts, they have fared rather well economically," Yao said.

Tibet Autonomous Region topped the national chart in growth of five categories -- GDP, industrial added value, total retail sales of consumer goods, annual disposable income for urban and rural residents.

Zhou Yong, a researcher in Tibetan Academy of Social Sciences, attributes the outstanding economic figures to the social stability of Tibet, which is essential for fast economic growth.

Disposable income for people in Tibet grew by more than 10 percent in both cities and rural areas in the first half year.

"People have stable jobs and a stable source of income to spend, so retail figures of consumer goods for H1 rise by 14 percent, the fastest growth nationwide," he said..
